- Vacancy decontrol
- Any vacant or soon-to-be-vacant housing space is decontrolled and the rent may be raised by the landlord; upon re-renting, the space becomes recontrolled under the same conditions as any originally controlled space; new rental rates must be reported within 15 days of renting the space.
- Surcharges
- Capital improvement surcharges require Rent Leveling Board approval and cannot exceed 15% of the tenant's rent.
- Penalties
- First offense up to $750 fine; second offense up to $1,500; third offense up to $2,000 fine or 90 days' imprisonment or community service; each day of violation is a separate offense.
