Vacancy decontrol
Unless a Vacancy Control Discretionary Adjustment is elected instead, the landlord is allowed a Vacancy Control Automatic Adjustment (VCAA) equal to 2.5% per year (cumulative year to year), effective on the landlord's rent increase anniversary date, in addition to the standard annual CPI increase. The landlord must notify the Rent Control Board Secretary and the tenants' association (or tenants directly) at least 45 days before the VCAA's effective date, or it is deemed accepted; a list of pad rents before and after adjustment must be filed with the Rent Control Board each February.
Registration
The community office must maintain a registry of all residents, showing for each manufactured housing unit the names/addresses of occupants, dates of entrance/departure, and space number.
Surcharges
Park owners may apply for additional rental charges to recover the reasonable cost of a capital improvement necessary for proper operation of the park.
Penalties
Any person found guilty of violating any provision of the article, or of willfully filing a material misstatement of fact with the Rent Control Board, is punished by a fine not exceeding $500 or imprisonment in the county jail for a term not exceeding 90 days, or both; a violation affecting two or more mobile home spaces is a separate violation as to each space.

A landlord may increase the rent on an annual basis from the anniversary date of the effective date of the last increase by a sum which is computed based upon the percentage increase in the Consumer Price Index - All Urban Consumers (CPI-U) for the Philadelphia South Jersey region.
