Vacancy decontrol
Upon tenant vacation, landlords may increase rent by a maximum of 10%, or up to 15% with documented capital improvements; landlords must notify the Rent Control Board within 30 days of the vacancy or the increase is nullified.
Registration
Within 30 days, landlords must file registration statements including owner/agent contact information, rent rolls showing base rent, utilities included, and surcharges.
Surcharges
A one-per-year waiver is permitted based on documented need for capital repairs to one or more units or common areas, or for documented extraordinary annual increases in utility or property insurance costs; no landlord may demand or receive fees for new services or for services previously provided without fees, and existing fees cannot increase beyond the automatic yearly allowance.
Penalties
Violations carry fines up to $500 and/or county jail time, with each violation and each day of a continuing violation counted separately.

Permitted annual rent increases of dwelling units should be tied to the consumer price index (CPI) for the Northeast Region (as published monthly by the U.S. Bureau of Labor Statistics, covering the states of Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont) and multiplied by a factor of 1.1 percent to account for a property owner's profit margin.
