Method A (alternative): a landlord may instead apply to the Rent Leveling Board for an increase to cover utility costs, capital improvements, mobile-home space and/or license fees, or general hardship, subject to Board review of financial documentation.

- Vacancy decontrol
- Upon voluntary, uncoerced vacation of a dwelling or housing space, the landlord has the right to fix the rent for the vacated unit at whatever sum the landlord deems appropriate (decontrol until re-rented).
- Surcharges
- Standard increase applications: $150 nonrefundable fee. Hardship/major-improvement applications: $150 plus a $1,500 escrow deposit.
- Penalties
- A willful violation is punishable by imprisonment up to but not exceeding 90 days, or a fine of not less than $100 and not more than $2,000.
