- Vacancy decontrol
- Upon voluntary, uncoerced vacation of a manufactured home, a landlord may charge the succeeding tenant a new rent no higher than 7.5% of the highest rent in the park added to the prior tenant's rent; landlord must file vacancy decontrol certification within 30 days after entering into the new lease and accepting a deposit.
- Registration
- Landlords claiming the new-construction exemption must notify prospective tenants in writing that the unit is exempt from rent control and of the exemption's termination date, and must file any rent increase taken during the exempt period with the Rent Leveling Board for the record.
- Surcharges
- Landlords may seek additional rental charges for capital improvements, applied for within 6 months of completion. A hardship rental increase is available for an 'efficient landlord' facing insufficient income, based on mortgage payments, operating expenses, or utility cost increases exceeding 6.5% annually.
- Penalties
- A violation of any provision of the chapter, including filing a material misstatement of fact, unauthorized increases, excessive delay, or failure to annually apply/appear before the Board, is punishable by a fine of not more than $2,000 per separate violation or imprisonment for not more than 90 days, or both; a violation affecting more than one rental space is a separate violation as to each space.

A landlord may receive on an annual basis a percentage increase for the occupancy of a rental/housing unit or apartment, which increase is to be computed based upon the annualized percentage increase in the consumer price index (CPI) average for the prior year, as reported in January of the year in which an application is made.
