- Vacancy decontrol
- Upon tenant vacation, the new initial rent is capped at a 25% increase over the last rent paid by the vacating tenant (excluding capital improvement surcharges); subsequent increases revert to standard rent control. Full vacancy decontrol for bona fide condo/co-op owner-occupants (until re-rented); partial vacancy decontrol for buildings completely vacant on/before and since 1/1/84 (until re-rented).

- Annual rent registration statement due by June 30, including tenant names, apartment numbers, room counts, current rents, and lease expiration dates; failure to register doubles annual fees and can bar CPI increases or vacancy decontrol benefits.
- Surcharges
- Tax surcharge for increases beyond 1988 assessed value (or acquisition year if later); water/sewer surcharge for increases beyond 1996 levels; both paid over 12 equal monthly installments and excluded from CPI calculations.

- Fines up to $3,000 per dwelling unit for violations, including illegal decontrol, false registrations, or harassment-induced vacancies; improperly obtained decontrol may be rescinded.
