- Vacancy decontrol

- Landlords must file annually (by October 1 through 2022, then January 15 thereafter) providing tenant names, unit count, current rents, and last increase details, with a $25 filing fee.
- Surcharges
- Tenants may be charged 90% of municipal property tax increases exceeding $100 annually, calculated per square foot or per room (tenant pays the lower amount); a limited additional 1% COVID-related increase may apply if the landlord documents lost rents from nonpayment during the COVID-19 emergency period and has filed eviction proceedings.

Open questions
- Ordinance text obtained via automated extraction also describes a limited 1% COVID-related surcharge and a combined 9.5%-per-year ceiling that are not mentioned in the DCA survey's limit text; not a contradiction of the core percentages, but worth independent confirmation.
- cap.verbatim was corrected during ordinance verification: the prior record's third clause read as if ANY landlord may increase rent by 2.5% or CPI, whichever is less, but the ordinance text (§ 12-2g.3) restricts that option to landlords of Qualified Senior or Disabled tenants. cap.cpi_share (1.0), cap.cpi_series, and cap.ceiling_pct (9.5, the combined all-increases annual cap per § 12-2h) were also newly populated; they were null in the prior record.
